To start browning your chicken in a medium skillet or wok over medium high heat. Combine garlic soy sauce water honey 1 tablespoon oil cornstarch and black red pepper. Cover and refrigerate at least 2 hours stirring once to twice.
Add in a cornstarch slurry to help thicken the sauce. Using slotted spoon transfer chicken to skillet. Lower heat to medium add the garlic and cook for 30 seconds.
Heat peanut oil in a wok or large skillet. Cook for 3 4 minutes per side or until chicken is browned and cooked through. Add the chicken and cook until tender and no longer pink.
